Right To Health Bill Rajasthan In Hindi:- This Tuesday, Rajasthan issued a Right to Health (RTH) Bill which says that no private hospitals will be able to charge emergency patients. In reaction to this, hospitals and doctors started to protest and after a day government doctors also joined this protest.

Once this bill is signed by the governer, Rajasthan will become the first state to offer right to health to it’s residents. Right to health is a fundamental to modern welfare state. But there are some of the financial consequences that are stopping this to happen. This initiative of Rajasthan is really a bold step. However, it is difficult to say if this bill is going to be successful as it depends in the how it is going to be implemented. Whereas, other states are following any kind of updates really closely.

The CM, Ashok Gehlot has expressed surprise to the protest and stated that, “i don’t know why they are on roads we have already discussed about their demands and made changes in the bill according to them”. CM has expressed these words in a interview going on in Jodhpur.
While the contentious emergency treatment clause states that there are three categories such as animal bites, snake bite and accident emergency for this bill. These words were highlighted by the health minister Parsadi Lal Meena. But we can clearly see that the private hospitals and doctors are not much satisfied with this. However, their representative came to clash with the police amid water cannons as they urged the department to not clear this bill.
What actually is right to health bill?
Government of Rajasthan has come forward to benefit the residents and has taken a bold step to launch the right to health bill. Now, this bill says that Rajasthan Government will pay for the emergency patients of private hospitals and there will no prepayment charged from the patients side. Government of Rajasthan will reimburse this to the hospitals.
The state health minister came forward and said that department is committed to provide full health care facilities to the citizens throughout the state. However, this bill is issued in public interest. As there were many of the complaints that private hospitals or doctors are not giving benefits of Chiranjeevi health insurance scheme to the patients.
This bill is openly oppressed by the private sector of hospital and doctors and they are urging the governing body to withdraw this bill. On this the former president of Indian Medical Association, Rajasthan, Dr Ashok Sharda, said that “we have appealed to the governer to withdraw the bill and we haven’t even signed the bill. We have sent it back to the department to rethink on it. We hope this would delay the issuance of this bill by few months which will be nearby election month and it will not be implemented.
On this, Meena said that all of the suggestions that we recieved from the doctors has already mentioned into the bill and we sent it to a selected committee too. Doctors are exaggerating despite the fact that we have accepted their suggestions. This is not justified. They are demanding withdrawal if this bill, is it really worth it?.
This bill was passed after conducting a voice vote. Whereas, this bill was first introduced in the assembly last year in the month of September. Moreover, this bill was sent to a selected committee. Once the committee submitted the report, the bill was amended.

He said that we can consider applying this bill to hospitals having certain size such as atleast 50 beds.
